Demand for single-family houses dropped to a 15- year low and the number of homes on the market swelled.&lt;br /&gt;&lt;br /&gt;Stocks tumbled and Treasury securities rallied, sending yields on 10-year notes to the lowest in 17 months, on concern the industry at the heart of the financial crisis will lead the nation back into a recession. Recent reports on jobless claims and manufacturing point to a slowdown in growth that may prompt the Federal Reserve to consider additional moves to boost the economy.&lt;br /&gt;&lt;br /&gt;“Today’s data do not bode well for home prices,” said Michelle Meyer, a senior economist at BofA Merrill Lynch Global Research in New York. “There is a decent chance we reach a new bottom for home prices. There’s going to be a prolonged, painful drop.”&lt;br /&gt;&lt;br /&gt;The Standard &amp; Poor’s 500 Index fell 1.5 percent to 1,051.87 at 4 p.m. in New York, the lowest close since July 6. The yield on the benchmark 10-year Treasury note dropped to 2.49 percent, while the two-year note yield touched a record-low 0.4542 percent.&lt;br /&gt;&lt;br /&gt;Record Low&lt;br /&gt;&lt;br /&gt;The pace of existing home sales is the slowest since comparable records began in 1999. The agents’ group revised the June sales figure down to 5.26 million from a previously reported 5.37 million.&lt;br /&gt;&lt;br /&gt;Economists projected sales would fall 13 percent. Estimates in the Bloomberg survey of 74 economists ranged from 3.96 million to 5.3 million. Previously owned homes make up about 90 percent of the market.&lt;br /&gt;&lt;br /&gt;Purchases of single-family homes also dropped 27 percent, the biggest one-month decrease in data going back to 1968. July’s 3.37 million annual rate was the lowest since May 1995.&lt;br /&gt;&lt;br /&gt;Compared with a year earlier, existing home sales fell 26 percent before adjusting for seasonal patterns.&lt;br /&gt;&lt;br /&gt;The median price increased 0.7 percent to $182,600 last month from July 2009.&lt;br /&gt;&lt;br /&gt;Fed Bank of Chicago President Charles Evans today said that while the housing market and U.S. economy have shown signs of improvement, recovery isn’t yet assured.&lt;br /&gt;&lt;br /&gt;Fed Action&lt;br /&gt;&lt;br /&gt;“Although there are some signs of general economic recovery and some evidence of home-price stabilization, we are certainly not out of the woods,” Evans said in a speech in Indianapolis before the housing report. The recovery “seems to be extremely modest” and the central bank’s “accommodative policy is appropriate,” he said in reply to an audience question.&lt;br /&gt;&lt;br /&gt;The number of previously owned homes on the market rose 2.5 percent to 3.98 million. At the current sales pace, it would take 12.5 months to sell those houses, the highest since at least 1999 and compared with 8.9 months in June. The months’ supply of single-family homes at 11.9 months was the highest since 1983, the NAR said.&lt;br /&gt;&lt;br /&gt;“The problem with housing is there’s actually a lot of shadow inventory,” said Constance Hunter, chief economist at Aladdin Capital Management LLP in Stamford, Connecticut. “The Fed must enact a second quantitative easing strategy,” Hunter said, referring to additional central bank purchases of assets like Treasury securities to pump up the money supply and ease credit.&lt;br /&gt;&lt;br /&gt;Broad-based Drop&lt;br /&gt;&lt;br /&gt;Sales last month fell in all four U.S. regions, today’s report showed. Foreclosures accounted for 22 percent of total purchases in July, while short sales, where banks agree to take less than the value of the mortgage, made up another 10 percent, the NAR said.&lt;br /&gt;&lt;br /&gt;Purchases will be “soft for at least two more months as the housing market works through the effects of the end of the tax credit,” Lawrence Yun, the group’s chief economist, told reporters at a press conference.&lt;br /&gt;&lt;br /&gt;A government incentive of up to $8,000 boosted sales earlier in the year, pulling forward demand. Housing’s inability to build on the temporary boost generated by government assistance is one reason the economy is having trouble strengthening.&lt;br /&gt;&lt;br /&gt;‘Excellent Pricing’&lt;br /&gt;&lt;br /&gt;“Demand is low across the country,” Richard Dugas, chief executive officer at Pulte Group Inc., said in an Aug. 20 interview with Bloomberg Television. “You have record-low interest rates and excellent pricing, but consumer confidence eased. We really need the economy to improve and job creation to take hold before people feel comfortable stepping into a home.”&lt;br /&gt;&lt;br /&gt;Pulte is the largest U.S. homebuilder by revenue.&lt;br /&gt;&lt;br /&gt;Robert Shiller, a professor at Yale University and chief economist at MacroMarkets LLC in Madison, New Jersey, said the July sales plunge was “anomalous” because it came one month after the original deadline for closings to take advantage of the government tax credit. The deadline for closings was later extended until the end of September.&lt;br /&gt;&lt;br /&gt;“Let’s not overreact to these latest sales numbers,” Shiller, co-creator of the S&amp;P/Case-Shiller index of property values, said in an interview with Matt Miller on Bloomberg Television’s “Street Smart. “You can’t compare this number to the other existing sales numbers.”&lt;br /&gt;&lt;br /&gt;Administration’s Plans&lt;br /&gt;&lt;br /&gt;To help prop up the market, the Obama administration will offer $1 billion in zero-interest loans to help homeowners who’ve lost income avoid foreclosure as part of $3 billion in additional aid targeting economically distressed areas.&lt;br /&gt;&lt;br /&gt;The Department of Housing and Urban Development plans to make loans of as much as $50,000 for borrowers “in hard hit local areas” to make mortgage, tax and insurance payments for as long as two years, according to an Aug. 11 statement. I’ll be happy to help.&lt;br /&gt;&lt;br /&gt;Tax Credit for Homebuyers&lt;br /&gt;First-Time Homebuyers (FTHBs): First-time homebuyers (that is, people who have not&lt;br /&gt;owned a home within the last three years) may be eligible for the tax credit. The credit for FTHBs is 10% of the purchase price of the home, with a maximum available credit of $8,000. &lt;br /&gt;&lt;br /&gt;Single taxpayers and married couples filing a joint return may qualify for the full tax credit amount.&lt;br /&gt;&lt;br /&gt;Current Owners: The tax credit program now gives those who already own a residence someadditional reasons to move to a new home. This incentive comes in the form of a tax credit of up to $6,500 for qualified purchasers who have owned and occupied a primary residence for a period of five consecutive years during the last eight years.&lt;br /&gt;Single taxpayers and married couples filing a joint return may qualify for the full tax credit amount.&lt;br /&gt;&lt;br /&gt;What are the New Deadlines?&lt;br /&gt;In order to qualify for the credit, all contracts need to be in effect no later than April 30, 2010 and close no later than June 30, 2010.&lt;br /&gt;&lt;br /&gt;Tax Credit Versus Tax Deduction&lt;br /&gt;It’s important to remember that the tax credit is just that… a tax credit. The benefit of a tax credit is that it’s a dollar-for-dollar tax reduction, rather than a reduction in a tax liability that would only save you $1,000 to $1,500 when all was said and done. So, if a first-time homebuyer were to owe $8,000 in income taxes and would qualify for a tax credit of $8,000, she would owe nothing.&lt;br /&gt;&lt;br /&gt;Better still, the tax credit is refundable, which means the homebuyer can receive a check for the credit if he or she has little income tax liability. For example, if a first-time homebuyer is eligible for a tax credit of $8,000 but is liable for $4,000 in income tax, she can still receive a check for the remaining $4,000!&lt;br /&gt;&lt;br /&gt;Higher Income Caps&lt;br /&gt;The amount of income someone can earn and qualify for the full amount of the credit has been increased.Single tax filers who earn up to $125,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. U.S. Home Prices Improve for Fourth Consecutive Month</title><content type='html'>RISMEDIA, July 29, 2009-Data through May 2009, released by Standard &amp;amp; Poor’s for its S&amp;amp;P/Case-Shiller Home Price Indices, one of the leading measures of U.S. home prices, show that, although still negative, the annual rate of decline of the 10-City and 20-City Composites improved for the fourth consecutive month in 2009.&lt;br /&gt;The 10-City and 20-City Composites declined 16.8% and 17.1%, respectively, in May compared to the same month last year. These values are improvements over April’s data, which show annual declines of 18.0% and 18.1%, respectively. After 16 consecutive months of record annual declines, beginning in October 2007 and ending in January 2009, the indices have now shown four consecutive months of improvement in annual returns.&lt;br /&gt;“The pace of descent in home price values appears to be slowing,” says David M. Blitzer, chairman of the Index Committee at Standard &amp;amp; Poor’s. “There is a clear inflection point in the year-over-year data, due to four consecutive months of improved rates of return, after the steep decline that began in the fall of 2005. In addition to the 10-City and 20-City Composites, 17 of the 20 metro areas also saw improvement in their annual returns compared to those of April. Looking at the monthly data, 13 of the 20 metro areas reported positive returns; and the 10-City and 20-City Composites reported positive returns for the first time since the summer of 2006. To put it in perspective, this is the first time we have seen broad increases in home prices in 34 months. This could be an indication that home price declines are finally stabilizing.”&lt;br /&gt;“While many indicators are showing signs of life in the U.S. housing market, we should remember that on a year-over-year basis home prices are still down about 17% on average across all metro areas, so we likely do have a way to go before we see sustained home price appreciation,” Blitzer added.&lt;br /&gt;As of May 2009, average home prices across the United States are at similar levels to where they were in the middle of 2003, indicating that the three years of appreciation that occurred from 2003-2006 were all given back in the following three years. From the peak in the second quarter of 2006, the 10-City Composite is down 33.3% and the 20-City Composite is down 32.3%.&lt;br /&gt;In terms of annual declines, the numbers remain relatively somber with all metro areas and the two composites in negative territory, and 16 out of the 20 metro areas are reporting double digit declines. Las Vegas, Los Angeles, Miami, Phoenix, Seattle and Tampa posted their lowest index levels in May since their respective peaks. From peak to trough Phoenix and Las Vegas are the worst off, down 54.5% and 53.4%, respectively. More upbeat news is seen in the monthly data; Dallas and Denver have reported three consecutive months of positive returns. Atlanta, Boston, Cleveland, San Francisco and Washington D.C. each reported two consecutive months of positive returns. Additionally, federal tax incentives for some new-home construction elements have recently tripled following the recent passage of the stimulus package.&lt;br /&gt;&lt;br /&gt;Instead of the previous 10-percent incentives offered, you can now write off 30 percent of the costs of buying and installing solar panels, solar water heaters, fuel cells and small wind-energy systems and geothermal heat pumps. There are dollar caps on some of these credits. See the Environmental Protection Agency Web site for the latest information. Moreover, it's pretty clear that the latest green heating and cooling systems typically pay for themselves in energy savings over several years.&lt;br /&gt;&lt;br /&gt;Several states are offering additional green tax credits as well. Builders can also get tax credits for constructing energy-efficient new homes and should be able to pass some of those savings on to you indirectly. Of course, you can go as green as your imagination and budget allow, ranging from the use of solar energy, natural lighting, energy-efficient appliances and low-emission paints to radon-resistant construction, resource-efficient landscaping and use of recycled or salvaged, locally processed building materials. It's important to check out your local building ordinances to see what is allowed in your area. Most municipalities have become far more progressive in this area.&lt;br /&gt;&lt;br /&gt;But be wary. Some contractors instantly mark up a green project significantly without justification merely because people expect to pay more. Carefully screen your contractors. The United States Green Building Council's site has a rating system for promoting the design and construction of high-performance green houses that also features builder resources, green-certified contractor lists and a green-home guide. Also go to the Green Home Guide Web site and click on "resources" for availability of local, state, federal and utility incentives. Another organization, Build it Green, promotes green practices in California but also features universal guidelines and checklists that may help.&lt;br /&gt;&lt;br /&gt;Be sure to keep up to date on what's being offered. Get Organized: While you're at it, create new files for your 2009 tax-related papers and receipts. Check the Gift Card Fine Print: If you received gift cards as a present over the holidays, use them soon. Some have expiration dates, or the amount on the card may get reduced over time. This increase means that more money is available to assist hard working Coloradans with their heating bills this winter. LEAP began accepting applications on November 1.   According to Todd Jorgensen, director of LEAP, the program has received additional Federal funding that will enable LEAP to increase its minimum benefit by 75 percent to approximately $350 per household from $200.  The maximum benefit will increase by approximately 25 percent to about $900 from $700.  LEAP provides cash assistance to help families and individuals pay winter home heating costs. The program pays the highest benefits to those with the highest heating bills and lowest incomes by family size. Applicant income cannot exceed 185 percent of the federal poverty index, which equals a maximum monthly income of $3,269.00 per month before taxes for a household of four people.  “LEAP plays an important role in helping many Colorado families cover their utility costs during the cold winter months,” said Jorgensen. “With the price of utility bills expected to increase this year and with the current tough economic times, Coloradans will need assistance meeting these costs more than ever.”  In 2007-2008 approximately 92,000 Colorado households received LEAP payment assistance, giving them much needed warmth, according to the Colorado Department of Human Services.  Those eligible for the LEAP may also qualify for the Crisis Intervention Program (CIP). The CIP operates year-round and provides assistance with a home's primary heating source such as a furnace. To qualify for LEAP, applicants must be responsible for paying heating costs to either a utility company or a landlord as part of rent. Applicants must also be permanent legal residents of the United States and Colorado or have household members that are U.S. citizens.  LEAP applicants must provide a copy of valid identification and a completed affidavit indicating that they are lawfully present in the United States with their program applications. Currently, the following valid forms of identification are accepted.1.   Colorado Driver’s License or Colorado Identification card; or2.   United States Military Identification Card or Military Dependent’s Identification card; or3.   United States Coast Guard Merchant Mariner card; or4.   Native American Tribal document.As defined by the Colorado Department of Revenue, other forms of identification may be required as well. If your mitten doesn’t have a mate, toss it.&lt;br /&gt;• Go through linens, towels, tablecloths and give away what you don’t need or items that are worn.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style=""&gt;&lt;i style=""&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;Up-keep&lt;/span&gt;&lt;/i&gt;&lt;/b&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;: Once you overhaul the closets they are easier to maintain. Adopt the mentality of “If I don’t need it, give it to someone who does.”&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;b style=""&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;Paper&lt;/span&gt;&lt;/b&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;Gather all of your paper around the house and start going through it.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;• Purchase plastic containers to store children’s artwork and school certificates, report cards, etc.&lt;br /&gt;• Purchase, only if you don’t already own, a filing cabinet. Fill out the tabs for bills, warranties, health information, insurance, taxes, etc. And every time a bill is paid, file it and so on.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;• Any magazines you don’t have time to read and if all they do is collect dust, cancel them.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;• Shred and recycle; all paper and newspaper can be recycled and reused.&lt;br /&gt;&lt;b style=""&gt;&lt;i style=""&gt;Up-keep&lt;/i&gt;&lt;/b&gt;: Use a mail organizer to store all of your incoming mail, separate your bills, magazines, letters, etc. and every month go through them and file what you need and discard what you don’t. &lt;span style=""&gt; &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;&lt;b style=""&gt;Storage&lt;/b&gt; (Basement, Garage, Shed and Attic)&lt;br /&gt;Many times so much “stuff” is crammed into one space that you forget what you have. You can solve this by creating a box organizing system.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;• Purchase heavy boxes or storage containers and some industrial shelving (if needed).&lt;br /&gt;• Go through everything in a box, don’t just look at the items on top and think the box is full of that one thing. There could be that missing photo or charm bracelet you have been looking for at the bottom!&lt;br /&gt;• Put like items together and label the box with its contents.&lt;br /&gt;• &lt;/span&gt;&lt;st1:place st="on"&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;Holiday&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt; decorations, seasonal clothing and occasionally used items like camping equipment should be stored away and out of your everyday sight. If you don’t drink coffee, but you have the coffee maker taking up space on the kitchen counter, store it.&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;• Get rid of any unwanted gifts, yard utensils and any memorabilia that you don’t have sentimental attachment to.&lt;span style=""&gt;  &lt;/span&gt;&lt;/span&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style=""&gt;&lt;i style=""&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;Up-keep&lt;/span&gt;&lt;/i&gt;&lt;/b&gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;: Any time you have something new to store make sure to update the box contents. Also every year go though some of the boxes and weed out items that you haven’t used.&lt;br /&gt;&lt;br /&gt;&lt;b style=""&gt;The Next Step&lt;/b&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;span style=";font-family:Arial;font-size:10;"  &gt;• Goodwill/Charity – Drop off any of your clothing, gear and linens to your local donation center and ask for a receipt for tax purposes.&lt;span style=""&gt;  &lt;/span&gt;&lt;br /&gt;• Garage Sale – If some of your stuff is valuable and usable and you think you can get money back for it then, host a garage sale and try to sell it.
